When I was working in an aid program the biggest problem I saw was they were not evidence run, but started with the solution then tired to find the problem. Eg:
"I'm here to dig a well!",
"we don't need a well we need registration trucks for shipping produce to market",
"I've built you a well"!

Well that's a win, the pot I think was meant to be ruby saltbush, but I'll take a chrysocephalum!
