Talks continue on creating permanent institutional arrangements to coordinate just transition policies.

Some countries fear duplication, but many – including the G77, China, Africa and Chile – stress the need for a mechanism that ensures coherence and social inclusion.

Following the updated UNFCCC synthesis report on emission pledges, AOSIS, the EU, Norway and Australia are calling for a collective response to the ambition gap.

They propose a roadmap similar to the Baku-to-Belém Roadma for the $1.3 trillion climate finance target.

Long-term finance discussions were unexpectedly postponed to COP31, with no formal agenda requests.

This COP will also decide whether/how to continue the “Sharm El-Sheikh Dialogue on Article 2.1(c)” (aligning financial flows with the Paris Agreement goals).

Countries are discussing the adoption of a shared set of indicators for the Global Goal on Adaptation.

The proposed package (~100 indicators, distilled from nearly 10,000) remains controversial, as adaptation remains very context specific.

6/6 🇵🇰 More good news: Pakistan cuts LNG contracts

In recent days, Pakistan announced the cancellation of 21 shipments of LNG under its long-term contract with Italy’s ENI.

The decision reflects a supply surplus due to falling industrial gas demand and increased renewable generation.

The Vice Premier re-emphasised that climate change remains a priority, but one closely linked to economic goals.

Politically, Beijing sent no new signals, with no update on progress toward the 2030 peak emissions target.

Despite having one of the cleanest energy mixes in the world (90% of its electricity comes from renewable sources), Brazil remains heavily dependent on oil and biofuels.

Italy's 2023–2024 catalogue of Environmentally Harmful Subsidies was also published, showing:

➡️EHS have only slightly declined
➡️Fossil fuel subsidies still make up a large share
➡️Environmentally Friendly Subsidies are rising

Bottom line: a phase-out plan is urgent.

So, what needs to be done? Countries should👇

1️⃣Reaffirm the 1.5°C goal & adopt a pathway for its implementation.

2️⃣Accelerate sectoral action by 2030.

3️⃣Plan fair & resilient transitions toward climate neutrality.

4️⃣Strengthen intergovernmental cooperation.

5️⃣Ensure a credible financial package.

👉On NDCs: progress, but not enough

The UNFCCC's updated synthesis report shows that current pledges would cut 2035 emissions by about 12% from 2019 levels.

That’s clear progress since pre-Paris, but still far from a pathway consistent with the limits set by science.
