The comparison with the Gates foundation is missing a key point. They allow a LOT more to come out of direct costs.
We can anticipate that a partial solution to this from our Universities is that we will be charged for a lot more stuff out of directs. Without, of course, any increase in said directs

Definitely seems like it would be easier if they could find something else, but given the market, it may also be worth talking to a person above them?This can get super tricky, of course.
