I think their plan is to enslave illegal immigrants, the homeless, and all enemies of the state(Democrats, LGBTQ, etc..), imprison them in camps run by private prisons, force them to work as rented out laborers to farms and other businesses. Refusal to work will be met by fines and abuse.
