A diagnostic test in Year 7 makes sense, as does a mandatory reading test in Year 11, but a test in Year 8 seems only to serve to bring about knee jerk initiatives in schools.

A plus side to this is that it will place reading back on the agenda in schools, beyond token posters and signs towards the library. It is a shame that it takes the very thing that could put students off reading to raise its priority in school.

There should be much more focus on reading in school and it should have always been there-not as a result of data being needed. Readers improve because of a love of reading, not because of a school's desire for data.
