I have a decent bit of experience in 3d in another software. But I never used blender much. So I have to translate what I know to blender terms and operations haha.
Shapekeys to help support your deformations is super great esp for body parts.
But for a cartoon mouth you can try pure shapekeys :>

Yeah unfortunately with how dense the mesh is there its gonna require very careful weighting. If lowering the polycount and using a subdivision modifier isn't an option, You could try shapekeys rather than bones and just sculpt/stretch your mouth shapes 👀
