Calling it "a Right" or "a Hope" is a debate of subjectivity, but it doesn't change the fact that the UK is on the big decline (as manifested in social security being reported as way below the international human rights standard).

"Rights <=> Responsibility" is a 2-way street. Is the UK that deluded to think it is a 1-way street? No wonder the UK's social security system falls way below international human rights standards, as the report finds.

UK is not a well ordered society, it's richer people are not taxed, it's poorer people are not supported, and there is no co-operation/organisation; hence, social security becomes less of a right (i.e., way below the international human rights standards). Sums up UK in 2025.
