I agree. I feel the first age levy system should only encompass nobles base, and it requires privileges and reforms to expand that out to like guildsmen and free commoners.

levies are fully trash right now and at the tech you are at in the game, if you researched military, you should be able to beat their armies something like 5 or 6 to 1 in battle with regulars. And the AI does not doomstack fully.

My belief is that most hoplite clashes were pretty short, with one side or the other coming out on top pretty much as soon at the lines clashed as one side manages to find and exploit a gap that causes a route. When this doesn't happen you might get a scrum of men increasingly stressed by engagement

It would take normal laws, not amendments. Tax rates are not enshrined in the constitution.

They make income OFF their assets. They shuffle money around in capital to dodge income taxes. Bezos' effective tax rate on what he makes is less than a fucking percentage. Except for the absolutely destitute, the poor PAY a higher percent that he does in taxes.
