The way it works in our country is that the local authorities request help only when they're overwhelmed. It's a local-first approach. So check on the responses from the county and state OEMs.

We don't want the feds jumping the gun. Because then the gov could just send in troops anytime it wanted.

It won't last for long. Storage is significantly cheaper than CPU, meaning in the long run it's cheaper to store it on a hard drive than run transforms on data constantly.

Emergency response shouldn't and doesn't wait until management is available.

Emergency response is local first, then scales up. Boots on ground handle the immediate situation and request assistance from higher up and neighboring resources as needed. You don't wait on your boss, you respond now.

Evacuation is a chain of events and notification is only one part of it. You would still need to convince people that the notification is authentic, something to take seriously, and act on it (i.e. move all those kids) in a matter of minutes.
