It depends. If the game is going to be role-playing heavy, minmax doesn't matter. I can work around that. If a more combat heavy game, a lone minmaxer can disrupt the balance, as providing a challenge for them can be overwhelming for the rest of the party. But there are workarounds for that too

The True and the Judges must also take rigorous exams as well as complete martial training to become clerics. The Followers of St Asa clerics are required to memorize the sermons, and martial training is encouraged but not required. The prayers for blessing & cursing are taught to all.
