I wonder where 45k is coming from? The results PDF says 232,896 ballots counted while their post this morning says 286,731 voters turned out in Seattle, leaving a difference of closer to 55k. Is 10k the total of challenged, invalid, etc. ballots?

Seattle could definitely use something targeted to help alleviate congestion where streets like Denny/Boren/Olive are just I-5 on-ramps that block transit, but I fear this could backfire since I don’t think Downtown Seattle has a regional gravity similar to that of Lower Manhattan.
