These prices are falling as there are less people buying gas due to job loss, higher prices, etc. Refineries cannot just stop/start. They are 24/7/365 operations always producing product and it must sell.

Well, this is simple supply and demand economics. If you study the price of oil/gasoline, these falling prices are a prelude to a recession. There was a sharp decline in gas in 2008 and 2020 prior to those downturns.
