Isn’t this a matter before the Council, and isn’t the answer in the Charter?

In the global search-and-replace that changed “Council” to “Mayor” in the 2022 Charter amendments, the scriveners seem to have left an Easter egg in section 9-402. Or maybe an intentional gift for some constituencies.
