Call me a cynic having a bad day, but I wonder if the double-speak here is that they are prepared for the admin to dub trans people to not be "law abiding citizens" anymore. You know, make "being trans" itself a crime. Because we live in a dystopia that makes such an attempt pretty easy to imagine.
