No. That’s not how it works. It is no different than shooting high frame rates for slow motion, it just is played back at the frame rate it is recorded in instead of 24fps ( which would make it slow motion). I have been working in film for 19 years. I really know that what I’m saying is true.

Shutter angle is relative to frame rate so at 24 frames a 180° shutter is equal to 1/48 second shutter speed. At 48 fps it is 1/96. So the motion blur is less.

24fps emulates the motion blur we experience with our eyes. Higher frame rates feel unnatural to us because things don’t appear to move organically. Sometimes action films use a higher shutter speed as an effect make things feel more intense, but for a whole film it is just unpleasant.
