I think what happens next is what really matters. As long as he doesn’t follow up once she says she’s not interested & married? Now, if he keeps harassing, that’s a different story. “I’m safe to reject“ is kind of ick, but isn’t he trying to say he can take no for an answer? Proof is in next step.
