I've experienced it in the Euro zone with a US Visa card. After the tap is registered it prompts for DCC, I decline and get the double beep translation approved. I don't know what happens if you accept DCC.

Also watch out when the staff takes the payment terminal back immediately after a successful tap but before the approval beep so you (and not them) gets to pick!
