De Dienst Uitvoering Onderwijs (DUO) voert in opdracht van de minister van Onderwijs, Cultuur en Wetenschap onderwijswetten en -regelingen uit. Ook voert DUO in opdracht van het ministerie van Sociale Zaken en Werkgelegenheid de Wet inburgering uit.
but indeed without a BSN you can't apply. Our advise is to apply as soon as you get your BSN. In the meantime ask your University about payment options, you don't pay the fees to DUO but to the Uni. ^WB

Hi, all info and conditions (one them is proof of you for working at least 32 hours in The Netherlands) are available in English: duo.nl/particulier/.... Maybe you are eligable for the loan tuition fees,
