In 1937, Wickliffe Draper (below) founded the Pioneer Fund "to advance the scientific study of heredity and human differences."

However, Draper told a geneticist that he "wished to prove simply that Negroes were inferior." (cont)

and was among the most active individuals in influencing American eugenics policy, especially compulsory sterilization legislation. In other words, he was pushing to sterilize people deemed "inferior."

The Pioneer Fund was headed by the eugenicist, Harry H. Laughlin (below), an advocate for restrictive immigration laws and national programs of compulsory sterilization of the mentally ill. He was also the director of the Eugenics Record Office (cont)
