It's possible to opt out of expensive food so I definitely wouldn't include that. Whereas even a 4 person flat share in London is £1000. To me, that's more of a 'tax'. And people paying more isn't for luxury it's to have their own space and upgrade from something horrible.

But housing also acts as a significant 'tax' on income. The effective rate of tax on a worker is now about 70% when you consider income tax, NI plus mortgage/rent. More for recent graduates. That of course growth and productivity (unless you're in the Cruise business).

As a private renter you move about every 1 or 2 years, and often registering to vote isn't part of the process. Particularly when you know you may not be there for the next election. There needs to be a way to make it easier

It's not 15%. It's more like 5% overt. Plus 10% covert. And another x% who get worried by the numbers of recent immigrants and see phenomena like high house prices and link the two. The third group would have got turned off by the hundreds of people causing disorder. But they're still there
