It's possible to opt out of expensive food so I definitely wouldn't include that. Whereas even a 4 person flat share in London is £1000. To me, that's more of a 'tax'. And people paying more isn't for luxury it's to have their own space and upgrade from something horrible.

But housing also acts as a significant 'tax' on income. The effective rate of tax on a worker is now about 70% when you consider income tax, NI plus mortgage/rent. More for recent graduates. That of course growth and productivity (unless you're in the Cruise business).

As a private renter you move about every 1 or 2 years, and often registering to vote isn't part of the process. Particularly when you know you may not be there for the next election. There needs to be a way to make it easier
