At work I came across a German company that did this, can't recall name but Germans take this sort of thing very seriously given the experience with Stasi. Although we Brits think they can be a bit careless about cryptography. I would go for an EU based system given your obvious reasons for concerns

I'm not sure the political involvement in appointments of your judges is the greatest design. Also, direct election of the president allows an president to have a personal mandate a PM only gets from getting the support of enough MPs
