It is a stone cold fact that Belgium is levying a 25 percent tax on the interest that is generated by the frozen fund and that is folded into the national budget. Belgium itself admits that.

No, they re not. The interest (minus taxes) is used to repay loans. The taxes on the interest flow into the general budget of the Belgian state. The Belgian state has sofar almost certainly disbursed less aid to Ukraine then it earned from the taxes.
