It's the dub studios that are threatening AI, not Hoyoverse. And Hoyo is also in a tough situation because if they sign an interim agreement they might lose non union VAs.

I have a feeling Hoyo doesn't actually care about the AI part. They only want their voice actors and easy logistics.
