I read this together with his Gundy opinion and the push to turn the non-delegation doctrine into a no-delegation doctrine — he wants to make broad pronouncements about delegations rather than simply interpret IEEPA

Nondelegation doctrine. (There's an actual nondelegation doctrine, most recently explained in a case called Whitman v. American Trucking, and then a novel "no-delegation" doctrine that some anti-regulatory activists have been pushing, most recently in a case called Allstate Refractory.)
