I personally (and believe others do too) prefer page by page updates. For an approx 15 page comic I believe sporadic updates would be fine, but scheduled releases would work too. Though the calculus might change depending on how fast the pages are being created.

I know you've already decided, but I recommend PNGs. Theres not really any performance upside to JPG because all websites by default don't serve the image file directly, but instead a smaller version.
