As an individual, you should always wear a helmet because it’s better than not wearing a helmet. As a society, it’s better to not require helmets because all-cause mortality drops when more people use bikes.

Our Agency was asked to justify all Reuters products, including Westlaw. For an Agency of lawyers, this would be like cutting the electricity. If it's happening across the whole Federal government, they're going to lose a LOT of cases very soon.
