They are guillemets. A lot of languages use them for quotations instead of quotation marks.

On an only slightly related note: I've noticed that every generation seems to think that gallows humor is a prominent feature of their generation in particular. I've heard it said about millennials, Gen Z, the greatest generation, and now Gen X too, apparently.
