I don't think ther's one that has a straight up mechanic for a success with cost no matter the roll... Maybe Fate? But its more narrative.

I have ALWAYS ruled in my head that any roll should be able to succed at a cost. I just gauge how hardcore the cost should be based on the context.

But when that gap is huge that you can rock 100 damage in a game that enemies do 11, that's unbalanced
