I also presume having let the 'poor' ones go vocational (or to the wall), they will make those remaining based on merit not wealth, free to attend and with a small grant added in. Just like the old days....🤔 or maybe not eh?
Wanting the old structure without the cost isn't a way forwards.

It's an observation/ crude diagnostic, not a directive. If you have a strong fever, typically 'flu when comparing to a cold, eating is the last thing on your mind because your feel awful and the interferon rush suppresses your appetite.
