Relentlessly calling your state legislators is much, much more effective than even calling Congress because most people don’t even know they exist. 20 phone calls is enough to be a “flood” of constituent opinions.

Also for numbers, your vet or a rescue you adopted from should have their number on file if you don’t have it. Or you can walk into pretty much any vet clinic or animal shelter and ask them to scan your pet to get the number. This should be a free service, so move on if someone tries to charge.
