In the case I’m recalling, allied commanders knew that since PAVN had taken-up positions in a hamlet, civilians were also present, using CS might mitigate unnecessary casualties and end the fight before it started.

Now I’m thinking of a battle in Phu Yen where the 173d used CS on PAVN positions, only to find their gas masks kept fogging-up too badly to press the attack.
