Yes. I don't see how a bullet fired from a gun held by a person standing in front of that car would make that hole and subsequently hit the driver.

I need a county by county breakdown of this... as satisfying as it may be, I suspect a large amount of funding in those red states go to schools in minority communities

I do not understand nor agree with the reasoning. They will not follow the law, period. But you can turn off their access to funding. A shutdown doesn't allow them to fund whatever they want because there is none! Vote NO on cloture please!
