Why are new phase 3 clinical trials not done or necessary for seasonal flu vaccines and COVID vaccine boosters every year?

Detailed & thoughtful piece. In Oz we have a blind spot with, & inexplicable tolerance of, COVID infections in hospitals (not all) that results in many preventable deaths. Better air indoor quality is a central component of the solution.
