My bad, acknowledged later. Misinterpreted. However, marginal rates initially so high it puts people off promotions. Why take on more responsibility for marginal gains which isn't good economically.

Sorry my bad. The marginal tax rate becomes so high after 100k that until you get well beyond about 125k for it to be worth taking on the extra time/responsibility since the gains are so low.

That may be so, but there is a bizarre effect where if you get a raise of a pound from £99,999 then you lose thousands in take home pay due to taxation making it less worth while for example to go for promotions. @danneidle.bsky.social has written about this and it's economic impact.
