People are exhausted, in an ongoing trauma response, increasingly sick and disabled, and don’t know what to do. Most are barely getting by and don’t have the time or energy to add a new, difficult thing. If they try something ineffective, motivation tanks. These conditions are policy choices.

This is how authoritarian regimes test the waters. The first disappearance is a warning. If no one fights back, the next one comes easier. And the one after that. Until fear replaces resistance.
