I would also like to note that the central RVA assn also saw the value of public transportation. In 1966, they sponsored a tour on Va Transit Company's "Frosty Fleet" (Buses w/AC). Part of this included a court of Princesses with transit-focused titles

Similarly, this chart: 1.⬆️ homeownership costs are expanding the rental market; 2. ⬆️ Insurance cost (I suspect sf & mf) explains much of this; 3. ⬇️ affordable housing $$ & top end construction mean we will struggle to meet the needs for 0-50% AMI households
