The legitimacy of rules is not self-effecting. And we see this in the US. An entrenched constitution suffering clear form of democratic backsliding — because the actors of the system have deviated away from the pre-existing internal point of view and rules.

The effectiveness of laws and institutions is not a product of law, but of the power that law has on setting norms and guiding behaviour. But law gets that power *from elsewhere.* The internal point of view.

Rule of law hinges on normative internal acceptance, not on the system or its structures. Voting and rhetoric have consequences.
