I worry they won't fire any of the agents who've kidnapped, beaten, raped and murdered immigrants and civilians alike.

Universal basic income (UBI) is mine. Also open borders—free movement of labor as well as free movement of capital, goods, services; technically this is classical economics but somehow neoliberal economists boost free movement of the other three but ignore labor.
