I get that time might be a concept you don't really understand but France had kinda fallen (June '40) by the time Nazi oppression of the Jews moved onto large scale murder (mostly post-invasion of the USSR July '41) or open extermination (Dec '41 to Jan '42, notably the Wannsee Conference).
