In my opinion, if the difference is that big, then yes, such a person would be considered bilingual.
However, I am not a specialist in linguistics.

I'm happy the article was encouraging to you. A multilingual person is someone who regularly uses more than one language. And yes, someone who speaks Spanish and Italian (or Dutch and German) is bilingual. I am bilingual because I speak Polish and English :)
