Medicaid is an important payer in making these services and medications available to vulnerable people. It's the right thing to do if we care about these lives. It's also the smart thing to do if we want to cut down on theft and burglary, since some of this activity is driven by substance use.

Many people in this circumstance have little to no financial resources; some have been supporting their substance use with things that aren't legal and that put them in contact with people and circumstances that encourage ongoing use.
