Definitely more than a single trainer could release. more than even a group of them could! besides, all released pokémon in Unova go through rehabilitation at the Wilds research center.. and we've never even SEEN a Baxcalibur there!

Things have been verrrrry strange over here! Baxcalibur have appeared in the chasm! something that wouldn't be possible without human interference..
Not only do they have no way to cross the ocean from Paldea, but... the local Metagross population would never let them just come in! strange indeed.
