Ultimately, WOTC controls Commander now, so if they want to change it there's nothing I could say to change their minds - but as someone who has been playing commander for over a decade, that's just my thoughts.

To answer your why: because when hybrid mana debuted, it fell under the color identity rules quite clearly. Hybrid Boris has R and W in the symbol, so therefore it is a Boros CI. Changing it at this point seems more against the spirit of cmdr than it does FOR the intent of the game design.

Sure I could pick a better example, or explain better (but character limit) but the point is that what WOTC intended doesn't really matter when the format until recently was completely separated from their design philosophy.

If card design mattered in deciding color identity, then color pie breaks should be restricted too, no? Black shouldn't counter spells, that's a blue thing so Withering Boon should be U.
