Its low stat product (nearly identical to Charizard) holds it back unfortunately. If you check the list graphic in the reply, Starmie did go up from #893 to #66 though.

Correction: Feraligatr was accidentally left on Ice Fang during the final run, so here’s the Top 15 with Shadow Claw. Other rankings remained relatively unchanged except Electivire which rose to #48.
