C'mon folks. Seems like a little humor from the NWS here. In the same vein, local humor says Fargo is on the "east coast" of the state (Red River) and the North Dakota Navy is on Lake Sakakawea.

And how about p. 753, line 12-17, precluding judicial or administrative review of amounts allotted, withheld, reduced, or "recovered" to/from the states? The poison pills in this bill are endless.
