Indeed! And why I've long volunteered with Sister District Project...when 23X more laws are passed in state legislatures, incl. voting laws AND redistricting for Congress, he who controls the states, controls the nation. Karl Rove got this back in 2010 with REDMAP. Texas is just REDMAP on steroids.
