For large importers, there's generally a bond against which individual shipments are decremented. But the payment is technically made upon entry (which can either be straightforward, or upon leaving a warehouse in a customs-free commercial zone, often adjacent to a port).

Yeah, I think that's true in a philosophical sense (in the same way that all "who decides" questions about the Constitution sort of exist). But if you're not requesting that the archivist actually execute the ministerial action, then I don't think you're being particularly serious about it.
