They had the same M and Q for like 40 years. Sure, sometimes they acted like it was the same guy in the tux but it's so much easier to just treat them all as different guys under the same codename and carry on.

I'm sure somewhere in the 900 other installments they've fucked this up (Enterprise, maybe?), but I *think* you could at least cobble together a fanon that therapeutic GE is permissible within narrow grounds, even if characters state it in more black and white terms than that.

Genuine Q: has there been an inconsistency on that front? Early TNG had an episode with therapeutic genetic engineering and this could be argued as a similar case. Meanwhile, Bashir, Stamets, and Una were treated as GE for the sake of creating superhuman abilities and thus illegal.

There was literally an established new 007 in the last movie. If they're that hung up on continuity, use her or kill her offscreen and have a new boring white man. It's not hard!
