It was state to state. Last state allowed women on juries in 1968. Oh, those good old days. 12 Angry Men was in NY, which started allowing women on state juries in 1927. However The Civil Rights Act of 1957 gave women the right to serve on federal juries. They were still often excluded.

The Curse of the Tenth Grave by Darynda Jones. I tore through the first 8 on KU and ended up having to buy the last 5, which was disappointing. But I love the series.
