I thought Mare was exclusively for seeing other player’s mods on your end? Why would SE send legal notice to Mare’s developers instead of the modded clients or mod hosting websites if they wanted to shut down paid mods?

Officially, yes, it’s currently only available in the Daggerheart core set, which comes with rules, cards, and the campaign settings. I believe the set is going for $60 for the physical set and about $30 for the digital set.
